Define functions, duties, powers and organizational structure
of the School of Training and fostering cadres, labor and social workers
THE MINISTER OF LABOR – INVALUATIONS AND SOCIALITY
Pursuant to Decree No. 14/2017/ND-CP dated February 17, 2017 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;
Pursuant to Decree No. 125/2011/ND-CP dated December 30, 2011 of the Government regulating schools of state agencies, political organizations, socio-political organizations, people’s armed forces ;
Pursuant to Decree No. 101/2017/ND-CP dated September 1, 2017 of the Government on training and retraining of cadres, civil servants and public employees;

DECISION:
Article 1. Position and Function
1. School of training and retraining of social workers and civil servants (hereinafter referred to as School) is a public non-business unit under the Ministry of Labor, War Invalids and Social Affairs.
The school has the function of training and fostering knowledge and skills of state management, legal knowledge, specialized management knowledge, expertise and expertise in the field of labor, people with meritorious services and society for cadres, civil servants and public employees of the Labor – Invalids and Social Affairs sector; scientific research and international cooperation in the field of training and retraining in accordance with the law.
2. The school has legal status, its own seal and account as prescribed by law; headquarter is located in Hanoi City.
3. The school’s English transaction name is: Training school on Labor and Social Affairs; Abbreviation: SOLASA.
Article 2. Duties and powers
1. Participating in the development of long-term and annual programs and plans on training and fostering cadres, civil servants and public employees in the Labor, War Invalids and Social Affairs sector.
2. Formulate an annual work plan and organize the implementation after it is approved by the Ministry.
3. To assume the prime responsibility for, and coordinate with relevant units in, compiling training programs for cadres, civil servants and public employees in the Labor – Invalids and Social Affairs sector and submit them to the Ministry for appraisal, approval and promulgation; compiling, organizing the appraisal, approval and promulgation of documents on training programs for cadres, civil servants and public employees in the Labor – Invalids and Social Affairs sector according to regulations; participate in the appraisal of training programs and documents for cadres, civil servants and public employees of the Ministry.
4. Organize training and fostering programs on state management appointed for leadership and management positions at departmental level and equivalent; the state management program according to the standards of officer ranks and equivalents, specialist ranks and equivalents, major expert ranks and equivalents; according to the standards of professional titles of public employees; according to the requirements of the job position, specialized knowledge and skills for cadres, civil servants and public employees of the Ministry and of the sector as prescribed.
5. Organize training, refresher courses, update and improve knowledge, administrative skills, professional skills, specialized skills, international integration in the fields of state management of the Ministry of Labor – Trade Military and Social Affairs for cadres, civil servants and public employees of the Labor – Invalids and Social Affairs sector.
6. Organize training courses, update knowledge and laws related to state management of the Labor – Invalids and Social Affairs sector; fostering foreign languages, informatics and other knowledge for cadres, civil servants, public employees and employees.
7. Cooperate and associate with relevant organizations at home and abroad in accordance with the law to train and improve professional qualifications, knowledge and skills in state management of officials. Ministries, civil servants and public employees of the Ministry, branches and officials, civil servants and public employees of other agencies and units in need.
8. Organizing scientific research activities, international cooperation, providing training and retraining services according to their assigned functions and tasks and regulations of law.
9. Investigate, survey and assess the training needs and quality of cadres, civil servants and public employees under the ministries and branches as assigned by the Ministry.
10. Manage and issue certificates to cadres, civil servants, public employees and learners after completing a training program as prescribed.
11. Management of organizational structure, number of working people; finance, assigned assets, training and retraining funds are distributed according to the provisions of law and the decentralization of the Ministry.
12. To perform other tasks assigned by the Minister in accordance with law.
Article 3. Organizational structure
1. The school for training and fostering cadres and civil servants in labor and social affairs has a principal and no more than 03 vice principals.
2. Function rooms:
a) Organization – Administration Department;
b) Finance – Accounting Department;
c) Training Management Department;
d) Department of International Cooperation and Scientific Research.
3. Faculties:
a) Faculty of Leadership and Management Training;
b) Faculty of specialized training;
c) Faculty of State Administration;
4. Organize the Party and mass organizations according to current regulations.
Article 4. The Rector of the School of Training and Retraining of Cadres, Labor and Social Employees is responsible for promulgating, organizing the implementation of, the Regulation on organization and operation of the School, the Regulation on internal expenditures and other Regulations. other regulations in accordance with the law; defining the functions and tasks of the units under the University; review and finalize the project on employment positions and submit it to competent authorities for approval; manage, assign and arrange specific tasks for civil servants, public employees and employees under their management to perform assigned functions and tasks.
Article 5. This Decision takes effect from the date of signing and replaces Decision No. 244/QD-LDTBXH dated February 12, 2015 of the Minister of Labor, War Invalids and Social Affairs defining the functions and tasks. , powers and organizational structure of the School of Training and fostering cadres and civil servants, labor and society.
