  1. The process of formation and development

School of training and fostering cadres and civil servants in labor – social affairs is a non-business unit, serving the state management function of the Ministry and belonging to the Ministry of Labor – Invalids and Social Affairs in accordance with the provisions of Decree No. functions, tasks, powers and organizational structure of the Ministry since 2010.

In the period before 2015, the Center for training and fostering cadres and civil servants of the Ministry was located at the University of Labor and Social Affairs.

From March 1, 2015, the School of Training and fostering cadres and civil servants of labor – society was officially established and put into operation under Decision No. 244/QD-BLDTBXH dated February 2, 2015 of Minister of Labor, War Invalids and Social Affairs on stipulating the functions, tasks, powers and organizational structure of the School of Training and fostering cadres and civil servants of labor and society.

In 2018, the Ministry issued Decision No. 762/QD-LDTBXH dated June 18, 2018 redefining the functions, tasks, powers and organizational structure of the University, replacing Decision 244.

2.1. Location, function:

School of training and fostering cadres and civil servants in labor – social affairs is a public non-business unit under the Ministry of Labor, War Invalids and Social Affairs, with the function of training and fostering knowledge and skills in housing management. country, legal knowledge, specialized management knowledge, expertise and professionalism in the field of labor, people with meritorious services and society for cadres, civil servants and public employees of the Department of Labor – Invalids and Social Affairs festival; scientific research and international cooperation in the field of training and retraining in accordance with the law.

2.2 Organizational structure:

Pursuant to Decision 762/QD-LDTBXH, the University has the following organizational structure:

2.3. About the mission:

(i) Participate in the development of long-term and annual programs and plans on training and fostering cadres, civil servants and public employees in the Labor – Invalids and Social Affairs sector.

(ii) Develop an annual work plan and organize the implementation after it is approved by the Ministry.

(iii) To assume the prime responsibility for, and coordinate with relevant units in, compiling training programs for cadres, civil servants and public employees in the Labor – Invalids and Social Affairs sector and submit them to the Ministry for appraisal, approval and promulgation; compiling, organizing the appraisal, approval and promulgation of documents on training programs for cadres, civil servants and public employees in the Labor – Invalids and Social Affairs sector according to regulations; participate in the appraisal of training programs and documents for cadres, civil servants and public employees of the Ministry.

(iv) Organizing training and fostering program on state management appointed for leadership, departmental management and equivalent positions; the state management program according to the standards of staff ranks and equivalents, specialist ranks and equivalents, major expert ranks and the equivalent; according to the standards of professional titles of public employees; according to the requirements of the job position, specialized knowledge and skills for cadres, civil servants and public employees of the Ministry and of the sector as prescribed.

(v) Organize training, refresher courses, update and improve knowledge, administrative skills, professional skills, specialized skills, international integration in the fields of state management of the Ministry of Labor – Invalids and Social Affairs for cadres, civil servants and public employees of the Labor – Invalids and Social Affairs sector.

(vi) Organizing training courses, updating knowledge and laws related to state management of the Labor – Invalids and Social Affairs sector, fostering foreign languages, informatics and other knowledge for officials, civil servants, public employees, employees.

(vii) Cooperate and associate with relevant organizations at home and abroad in accordance with the law to provide training and retraining to improve professional qualifications, knowledge and skills in state management of with cadres, civil servants and public employees of the Ministry, the sector and cadres, civil servants and public employees of other agencies and units in need.

(viii) Organizing scientific research activities, international cooperation, providing training and retraining services according to assigned functions and tasks and regulations of law.

(ix) Investigate, survey and assess the training needs and quality of cadres, civil servants and public employees under the ministries and branches as assigned by the Ministry.

(x) Manage and issue certificates to officials, civil servants, public employees and learners after completing a training program as prescribed.

In addition, as an independent unit, the University exercises the autonomy of public non-business units according to the provisions of law and the management decentralization of the Ministry; manage finance, assets and personnel assigned according to the regulations of the State and the Ministry. The university is responsible for implementing the information and reporting regime and is subject to inspection and supervision by the Ministry of Labor, War Invalids and Social Affairs and relevant ministries and branches in accordance with law. Perform other tasks and powers assigned by the Minister of Labor, War Invalids and Social Affairs and in accordance with law.

Having expertise and solid capacity in developing and implementing training programs for cadres, civil servants and public employees of units in the Labor – Invalids and Social Affairs Sector from central to local levels , other agencies, organizations and individuals in need.
Having knowledge, theory and many years of experience in participating in research and implementation of research programs, research cooperation, training and fostering in labor and society according to the tasks assigned by the ministries and branches. and at the request of partners, programs and projects.
The total number of officers and employees of the University is currently 27 people (including 02 doctorates, 03 PhD students, 13 masters, 07 bachelors and 02 other degrees).
The total number of officers and employees capable of participating in research, construction and organization of training and retraining activities is 24 people.
The total number of officials and employees who are capable of teaching and participating as lecturers is 15 people.
