The Ministry of Labor, War Invalids and Social Affairs announces the Plan for recruitment of civil servants to work at state management units under the Ministry of Labor, War Invalids and Social Affairs with the following specific contents:
I. TOTAL CRITERIA FOR RECRUITMENT: 25.

II. CONDITIONS, STANDARDS, AUDIENCE AND REQUIREMENTS
1. General conditions and standards
Persons who fully meet the following conditions, regardless of ethnicity, male or female, social class, belief or religion, may register for public service recruitment:
a) Having one nationality which is Vietnamese nationality;
b) Being 18 years or older;
c) Having an application form; have a clear background;
d) Training level:
– Graduated from university or higher in a major relevant to the job position applied for (according to the attached detailed schedule);
– Certificate of foreign language (English) equivalent to level 2 of Vietnam’s foreign language competency framework as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training. implement a 6-level foreign language competency framework for Vietnam, except for the case of applying to:
+ The position of Legal Specialist in the Legal Department requires an English certificate of IELTS 5.5 or equivalent with a validity of 2 years until the time of application;
+ For candidates applying to the Department of International Cooperation and the Department of Overseas Labor Management, additional conditions must be added: In case of applying to the Department of International Cooperation, graduate from a university with majors related to international relations. international and foreign economic relations must have a minimum English level equivalent to IELTS 7.0; management positions of overseas labor at the Department of Overseas Labor, fluently using foreign languages according to the requirements of the position applied for with the skills of listening, speaking, reading and writing at bachelor’s level.
– Informatics certificate with the standard level of basic information technology skills as prescribed in the Circular No. 03/2014/TT-BTTTT dated 11/3/2014 of the Ministry of Information and Communications regulating standards skills in using information technology or office informatics certificates, certificates of applied informatics at level A or higher, issued before the date of Joint Circular No. 17/2016/TTLT-BGDĐT-BTTTT dated June 21/ 2016 of the Inter-Ministry of Education and Training and the Ministry of Information and Communications took effect (August 10, 2016).
d) Having good political and moral qualities;
e) Having an appearance suitable for the job requirements, healthy enough to perform the task;
g) Satisfy other conditions as required by the position applied for (according to the attached Schedule).
2. Candidates for admission
Cases that satisfy the general standard conditions specified in Clause 1 above have a training major relevant to the job position applied for, including:
a) Graduates of excellent universities at domestic or foreign higher education institutions recognized for equivalent degrees and certificates as prescribed by law with excellent academic and training results; identity of the university years, aged from 30 years or younger (Article 1 of the Youth Law No. 53/2005/QH11 dated November 29, 2005) by the time of submitting the application and satisfy one of the following criteria: the following standards:
– Winning three or more individual prizes in one of the provincial competitions for selecting excellent students, winning consolation prizes or more in national competitions for selecting excellent students or a Certificate of Merit or higher in selection exams select international excellent students in one of the natural sciences (math, physics, chemistry, biology, informatics) and social sciences (language arts, history, geography, foreign languages) in a given period of time. study time at the high school level;
– Winning three or more individual prizes at national or international science and engineering competitions during high school or university studies;
– Winning three or more individual prizes at the Olympic competition in one of the subjects of mathematics, physics, chemistry, mechanics, informatics or other majors during the university studies approved by the Ministry of Education Education and Training accreditation.
b) Persons with a Master’s degree aged 30 or under (Article 1 of the Youth Law No. 53/2005/QH11 dated November 29, 2005) by the time of application submission and fully satisfy the following criteria: after:
– Graduated from university with good grade or higher and majored in postgraduate training in the same field of training at university level and at the same time met 01 of 03 criteria specified at Point a, Clause 2 of this Section.
c) Persons with a doctorate degree under the age of 35 (Article 23 of the Government’s Decree No. 40/2014/ND-CP dated May 12, 2014 stipulating the use and use of individuals for scientific activities and technology) up to the time of application submission and fully satisfy the following criteria:
– Graduated from university with good grade or higher and majored in postgraduate training in the same field of training at university level and at the same time met 01 of 03 criteria specified at Point a, Clause 2 of this Section.
3. The following cases are not allowed to register for civil service recruitment
a) Not residing in Vietnam;
b) Loss or restricted civil act capacity;
c) Being examined for penal liability; is currently or has completed serving a criminal judgment or decision of the Court but has not yet had his/her criminal record cleared; are being applied administrative handling measures to send to medical treatment establishments or educational institutions.
